A working group of needle exchange providers, advocates, and substance users gather to advocate for policy change and public health reform.

Participants at the first gathering hail from different backgrounds. They include people from Prevention Point Philadelphia, Los Angeles’s needle exchange, Santa Cruz Needle Exchange, the New York Peer AIDS Education Coalition, and Saint Ann's Corner of Harm Reduction (SACHR) in the Bronx, as well as different Bay Area public health advocates.

A second gathering will be held in Washington, D.C. in 1995, leading to the formation of a national non-profit: the Harm Reduction Coalition.
