The authors of the report identify insufficient funding and the need for significant program overhaul. In particular, they charge Congress with treating the Indian Health Service as secondary to other federal health programming and therefore limiting its funding and support. Meanwhile, most local medical systems see the Indian Health Service as the primary care provider for Native people and often refuse Native people care in general clinics and hospitals.
Soon after, the Task Force Eight report will be released, adding commentary on how Native people not living on reservations are treated, and noting that healthcare is often not available for these communities at all.
