This will lead to the Board of Midwifery in New York State being established to: "write the regulations and oversee education, practice and discipline" (Block, 2020) without home birth midwives, who are also known as Certified Professional Midwives, having a seat at the table.
This is one example of the tensions between the divisions of certified professional midwives who cannot attend hospital births, and certified nurse midwives who can. This will also inform and shape subsequent state-by-state regulations of certified nurse midwives and birth workers outside of hospitals.
