After Jacob Wetterling, an 11-year-old boy, is murdered in Minnesota, his family organizes for the creation of a national sex offenders registration database.

The act requires states to form registries of offenders convicted of sexually violent offenses or offenses against children, and to form more rigorous registration requirements for perpetrators of sexual violence.
