A cab driver, a day-care provider, and two professors break into a Federal Bureau of Investigation (FBI) office, stealing classified materials with evidence that for over 20 years, the FBI's Counterintelligence Program (COINTELPRO) had been surveilling, infiltrating, discrediting, and disrupting political organizing in the United States. The evidence also shows that this program has included assassinating organizers.
