The program is run by the Immigration and Naturalization Service (INS) and focuses on obtaining confessions of "illegal" entry from Chinese-American citizens, residents of Chinese descent, and those who are first-generation immigrants. It is the last remaining vestige of the Chinese Exclusion Act.
