A law is passed to improve mental health facilities in the Alaska Territory. Funds were previously systematically "stripped" and rerouted by political leaders to other places, thereby destroying any mental health support system in Alaska. This continues until litigation forces a shift, and a mental health trust is then created to protect these funds.
