In response to protests at Maryland State prison, Congressman Parren Mitchell introduces H.R. 16160 to discuss the exploitation of incarcerated people in medical research. The bill calls for the end of state penal facilities receiving federal monies. It dies in Congress, but will be reintroduced as H.R. 3603 the following term.
